Why do some cops...?

I got stopped by a cop for no reason at all! he said that my inspection sticker was expired...and i said no its not and he saw that it wasn't ...then he paused and said well you weren't wearing your seatbelt, I said I was but i just took it off in front of you. He told me to calm down or he will take me in. He gave me a ticket for no seatbelt! by the way he is white and i am brown i dont know if it has anything to do with is but for some reason he didnt like me....What can i do about this?
