Help i work in a lab and i dont know how to handel this?

I am a phlebotomis in a small hospital lab, I work with one other phleb. and every thing he dose wrong it always seems to be my fault. just today I was told that if he comes to me with a question and I don't know the answer than she (my boss) wants to know weather i did not know or could i not find out cause she said I needed to be retrained. but this guy has been there for 6 months and he is still not trained and can't comprehend the flow of the job, and i am sapposed to double check his work. so he dose not ask the techs all these questions.he has had lots of complaints on his blood drawing and he dose not speak very good english. I am sapposed to compasate for all this. today she told me that she did not want him answering the phone. she wanted me to try to get it I would quit but I live in a small town not alot of jobs here. Help me is this right can they do this.
