Does Lack of Arab Aid to Pakistan in the Aftermath of the Floods Reveal Racism of Arab Gulf Rulers?

When Katrina happened, Arab Gulf Rulers tried to outdo each other in offering aid to the US. Kuwait gave $500 million, UAE $100 million, Qatar another $100 million. Even though devastation in Pakistan is hundred times more, Arab Gulf rulers are all quiet. Now, doesn't it prove that they live to please white America and have no sympathy for Pakistanis just because they are not Western?
