My 1998 Honda Foreman 400 won't shift down into neutral!!!?

My 1998 Honda foreman 400 can't shift down into third gear (doesnt even try too like in neutral shifting down) it is a manual shift(by the foot) and 4th and 5th gears shift perfectly. Also cant start it unless its in neutral witch is a problem if im going to take it anywhere to get repaired.
