In pokemon platinum, how do i see/capture a phione?

i found the picture of manaphy, but how do i see phione without doing the special egg mission in pokemon ranger, does a trainer have it on hand, is there an event, do i have to trade, help coz im almost finished my sinnoh dex and need phione to finish it.
